1 • Dection 2: That the cost and expense of all materials required to make a complete improvement, the fixed estimate and all other expenses of every kind, except cost of labor contributed by the ,Dederal Government under .r. P. A. shall be borne by and assessed against the property included in the assessment district herein created, in accordance with law. The City of averett shall not be liable in any manner for any portion of the cost and expense of such improvement, except as provided in Uhhp ter 141, ;session Laws of 1923, or acts amendatory thereto, and the ordinances of the Jity of Bverett . :)action 3: There is hereby established a local improvement district to be called "Local Improvement District o. .'Z o ", Auhich district shall include the following described property: Lots 3 and 4, Block 22, 2eplat of South Park Addition to Bverett Lots 1 and 2, Block 25, -1.eplat of South Park Addition to Bverett Lots 1 to 22 inclusive, 3lock 2, Central Park Addition Lots 1 to 32 inclusive, Block 5, ventral Park Addition Lots 28 to 44 inclusive, Block 0, entral yark Addition. Section 4: A special fund is hereby created to be called "Local Improvement District .sund Ho. 5 -O " which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots and parcels of land in the said local improvement district, and the proceeds of the sale of the bonds of the said district for the purpose of defraying the cost and expense of such improvement . Cut of said fund shall be paid the bonds, the interest thereon, the cost of materials and fixed estimate and other expenses in con ection with said improvement , except the amount contributed by the federal Government under W. p. A. for labor . section 5: The cost and expense of such improve- ment shall be defrayed only in the manner set forth in section 2 of this Ordinance. _he cost of said improvement to be borne by the property in said district shall be defrayed by special assessment, payable in five annual install- ments, with interest thereon at the rate of 5 per cent per annum under the mode of payment by bonds as provided by law and the ordinances of said city. Bonds bearing interest at the rate of per cent per annum, payable on or before seven ( 7 ) years from date of issue , shall be issued in payment of the cost and expense of said improvement assessed against the property in said district, or the City of ; verett may, at its election, sell the bonds and make payment in cash in the manner provided by the ordinances of said city.
