July 17, 2023 <br />1 <br /> <br /> <br />The special meeting of the Everett City Council was called to order via ZOOM at 8:00 a.m., July <br />17, 2023, by President Stonecipher. <br /> <br />Upon roll call, it was found that Mayor Franklin, and Council Members Fosse, Schwab, Vogeli, <br />Zarlingo, Tuohy and President Stonecipher were present. Council Member Rhyne was excused. <br /> <br /> <br />ACTION ITEM: <br /> <br />RESOLUTION – CONCERING THE SUPPORT OF THE LGBTQIA+ COMMUNITY <br /> <br />Moved by Council Member Vogeli, seconded by Council Member Fosse, to adopt Resolution <br />No. 7911 concerning the support of the LGBTQIA+ community. <br /> <br />Council received (2) two written comments, and there were no members of the public who <br />wished to speak. <br /> <br />Council and Mayor comments were provided by Council Member Zarlingo, Vogeli, Fosse, Schwab, <br />Tuohy, Mayor Franklin, and President Stonecipher. <br /> <br />Council Member Zarlingo requested to amend the resolution title language to focus more <br />specifically on free and safe expression and widen the support to City of Arlington’s pride events. <br /> <br />Moved by Council Member Zarlingo, seconded by Mayor Franklin to amend the resolution title <br />language to read “A Resolution in Support of the Free and Safe Expression of First Amendment <br />Rights for the Arlington LGBTQIA+ Community and their Pride Events.” <br /> <br />Council Member Fosse requested to make a friendly amendment to extend the support from <br />being City of Arlington specific regarding pride events, to Snohomish County pride events. <br /> <br />President Stonecipher read the resolution to include the friendly amendment into the record. <br /> <br />“A Resolution in Support of the Free and Safe Expression of First Amendment Rights for the <br />Arlington LGBTQIA+ Community and Pride Events in Snohomish County.” <br /> <br />Council members and the Mayor showed support for the friendly amendment to the resolution <br />title language. <br /> <br /> <br />Roll was call with the Mayor and all Council Members voting yes, except Council Member Rhyne <br />who was excused.
