July 19, 2023 <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., July 19, 2023, by <br />President Stonecipher. <br /> <br />Upon roll call, it was found that Mayor Franklin, and Council Members Schwab, Zarlingo, Vogeli, <br />Tuohy, and President Stonecipher were present. Council Members Fosse and Rhyne were <br />excused. <br /> <br />Council Member Zarlingo led the Pledge of Allegiance. <br /> <br />On behalf of the City Council, Council Member Schwab acknowledged the original inhabitants of <br />this place, the sduhubš people, and their successors, the Tulalip Tribes. <br /> <br />The minutes of the July 12, 2023, City Council meeting were approved. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin invited Police Chief Dan Templeman to introduce a new police officer. <br /> <br /> OATH – POLICE OFFICER <br /> <br />Moved by Council Member Tuohy, seconded by Council Member Vogeli, to concur with the <br />appointment of Faith Kargopoltseva as a new Everett Police Officer. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Members Rhyne and Fosse <br />who were excused. <br /> <br /> Motion carried. <br /> <br />The Deputy City Clerk administered the oath of office, and council members congratulated Police <br />Officer Kargopoltseva. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />Council received (22) twenty-two written comments and the following members of the public <br />spoke: <br /> <br />• Ryan Madsen <br />• Aaron Wyeth
