SMITH, of Everett, Washington, doing, business as CENTRAL HEATING 00. , the right, privilege and fran- chise to lay down, remove, relay, repair, operate and maintain pipes and conduits in the streets , alleys and other public places in the City of Everett for the transmission of steam and to thereby transmit steam for heating and/or other purposes and to charge and collect reasonable rates , tolls and compensation therefor. THE CITY OF EVERETT DOES ORDAIN: Section 1. That there be and is hereby granted to JOSEPH H. SMITH, doing business as CENTRAL HEATING JO. , hereinafter called Grantee , the right , privilege and franchise to lay down, re-lay, remove, connect , disconnect , repair, maintain and operate along, through and under the streets, alleys and other public places of that portion of the City, bounded by Everett Avenue on the north, Pacific Avenue on the South, Lombard Avenue on the East and extending to the Bay with the right to cross said streets named to serve customers within one Hundred feet thereof, such pipes and conduits , toether with other structures , apparatus , connections and appurtenances as may be necessary or desir- able for the purpose of conducting, transmitting, distributing and sup- plyin ; steam to public and private consumers for heating and/or other purposes and also the right and authority to enter such locations from time to time for the maintenance , operation, repair, renewal and re- moval of said system and/or systems or any portion thereof and to charge and collect reasonable rates , tolls , service connection charges and com- pensation therefor and to require and hold deposits and/or advances to guarantee payment of service charges and/or unusual construction costs.
