. <br /> • Section 2: That the costs and expenses of all materials <br /> required to make a complete improvement, and the fixed estimate, <br /> and all incidental expenses shall be borne by an assessment <br /> against the property included in the assessment district herein <br /> created in accordance with the law; and all labor required for <br /> digging a ditch, constructing manholes, flush tanks, etc. , laying <br /> a pipe, and other work necessary to make a complete improvement <br /> to be supplied by the Federal W.F.A. and not assessed against <br /> the district. The City of Everett shall not be liable in any <br /> manner for any portion of the costs and expenses of such improve- <br /> ment except as provided by Chapter 141, Session laws of 1923, <br /> or acts amendatory thereof, aniordinancesof the City of Everett. <br /> Section 3. 'There is hereby established a local improvement <br /> district to be called Local No. , which district shall include <br /> the following described property: <br /> Lots 26 to 34 , Inc. Blk. 179 Bailey Add. <br /> " 17 a 19, " " 219 a re <br /> " 14 " 16, rr w 220 rr n <br /> Also the unplatted School tract of land, same being that <br /> part of the SW-17 of SW-- of NVi of Section 17, T. 29 N. <br /> R 5E, W.M. , that lies 120 feet east of the east margin <br /> of Oakes Avenue, produced, and a line 120 feet west of <br /> the west margin of Cakes Avenue produced; also all <br /> unplatted property that lies between the North line <br /> of the School tract and the south line of Bailey Add. <br /> and a line 120 feet East of the East Margin produced <br /> and a line 120 feet west of the west margin produced, <br /> of Oakes Avenue. <br /> Section 4 : A special fund is hereby created, to be called <br /> Local Improvement District Fund No. , which shall consist <br /> in the aggregate of the several amounts assessed levied and <br /> collected, on the several lots and parcels of land in the said <br /> Local Improvement District, and the proceeds of the sale of <br /> the bonds of the said district for the purpose of defraying <br /> the costs and expenses of such improvement; out of said fund <br /> shall be paid the bonds, the interest thereon, the costs of <br /> materials, and fixed estimate for the improvement. <br /> -2- <br />
