Section 4.: That the foregoing system ar plan for the construction of said additions to and betterments of said water supply system, and the issuance of water revenue bonds to pay therefor, be submitted to the qualified voters of said city for ratification or rejection at a special election to be held therein on the day of June , 1936. That the proposition so to be submitted at said special election shall be in substantially the following form: "Shall the City of IfOrerett make certain additions to and betterments of the existing water supply system by construct- ing necessary pipe lined and appurtenances from the outlet of Tunnel Sao. 2 at Lake Chaplain and following the present iao. 2 line to Everett at a point :wear California and Harrison Streets in said City, across to city Reservoir .i,10. 2 and then to a point on _Norton Avenue in said City near the plant of the Sound View Pulp company, toget_ierith all necessary appurtenances and structures, and in order to pay the cost thereof issue its scec ial revenue bonds in the principal sum of not exceeding ; 1 ,300,000. bearing interest at a rate of not more than 4% per annum, said bonds being payable solely from the revenues of said water supply system and maturing serially from 1947 to 1956 inclusive, all as more fully set forth in Ordinance o. of said City.
