k ORDINANCE NO . `ay I• S An Ordinance providing for the improvement or Hewitt Avenue in the City of `Everett , from Grand Avenue to the brick pavement aM Federal Street, by removal of old wood blocks, construction of one course Portland cement concrete pavement , new concrete curbs , repairing concrete sidewalks as found necessary, installa- tion of necessary drainage , and doing all other work necessary in connection therewith to make a complete improvement, all in accordance with Resolution No. 3951 of the city of Everett , creating an assessment district , creating a local improvement district fund therefor, providing that said improvement be made by special assessment not to exceed thirty (30%) per cent , plus clerk and treasur- er's fees, of the cost thereof upon property in said district under the mode of payment by bonds and the balance by funds allocated from the 'tashington State Mo- tor Vehicle Fund and by Federal grant , to the said city. WHEREAS, by Resolution No. 3951 of the City of Everett , the City Council has declared its intention to order the improvement as above outlined and doing all other work necessary in connection therewith to make a complete improvement in accordance with plans and specifications prepared by the City Engineer; Now, Therefore , TIdE CITY OF EVERETT DOES ORDAIN: Section 1 . That Hewitt Avenue , from Grand Avenue to the brick pavement 46t East of Federal Street , be improved by the removal of old wood blocks, construction of one course Portland cement concrete pavement, new concrete curbs, repairing con- crete sidewalks as found necessary , installation of necessary drainage , and doing all other work on the entire district necessary in connection therewith to make a complete improvement according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved . Section 2. That the cost and expense of such improvement , including all ne- cessary and incidental expenses, not to exceed 30% plus clerk and treasurer's fees, shall be borne by and assessed against the property included in the assess- ment district herein created in accordance with law. The remaining amount not charged to the district shall be paid for out of funds allocated from the Wash- ington State Motor Vehicle fund to the City of Everett and by Federal grant. The city of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement except as provided in Chapter 141, Session Laws of Washington, 1923, and Ordinance No. 2126 of the city of Everett. Section 3. There is hereby established a local improvement district to be called Local Improvement District No . 514 , which district shall include the following described property, to-wit; -1-
