<br />Page 9 of 41 <br /> <br />SECTION 2 – SCOPE OF WORK <br /> <br />2.1 INTENT SUMMARY <br /> This scope of work is for a single city-wide supplier of ambulance transport services for Basic Life Support <br />(BLS) patients that have been screened and medically evaluated by the Everett Fire Department (EFD) and <br />transferred to the Supplier for transport to an appropriate medical facility. The EFD will remain the first <br />responder for all 9-1-1 calls, will perform triage and interview all patients and provide Advanced Life <br />Support (ALS) treatment and transport. <br />In some cases, the Supplier may be dispatched directly to medical facilities where licensed providers have <br />evaluated the patient and deemed them appropriate for basic life support transport. <br />The overall service objectives are as follows: <br />a. Provide 911 callers with BLS ambulance service that is available 24 hours per day, 365 days per <br />year within the incorporated City of Everett limits, competitively priced and provided by highly <br />trained, qualified, and experienced personnel providing timely and quality medical care. <br />b. Require the Supplier to meet or exceed performance standards. <br />c. Provide transportation of patients as directed by EFD. <br />d. Provide dispatching and communication systems. <br />e. Require payment of liquidated damages if performance standards are not met. <br />f. Provide a quality improvement program to assure timely response to inquiries and complaints. <br />g. The Supplier must have effective system management and fleet management plans. <br />h. Require Supplier to participate in EFD overhead costs. <br />2.2 CITY OF EVERETT <br />Everett is located approximately twenty-five (25) miles north of Seattle. With a population of roughly <br />115,000 spanning over forty-eight square miles, Everett is the largest city in Snohomish County and the <br />seventh largest in Washington State. Everett’s population increases during the day with the addition of <br />60,000 workers for Boeing aircraft’s largest manufacturing facility (the largest building in the world by <br />volume) and numerous related aviation industries. The City waterfront includes an active international <br />deep-water port, the largest public marina on the west coast, and Naval Station Everett with 6,000 <br />assigned naval personnel. Everett is a railway hub for passenger, commuter, and freight trains. <br />Everett’s median income is low in comparison to other Puget Sound communities. As the county seat and <br />largest city in Snohomish County, Everett is home to many of the social services that low-income residents <br />need. Accordingly, low-income residents tend to gravitate to Everett to be near those services. This is <br />further exacerbated by the presence of both the county jail and a regional hospital with a Level II Trauma <br />Center. Homelessness and mental health and addiction issues have grown significantly the past few years. <br />The overall result is that this vulnerable segment of our community creates an incredibly high demand on <br />fire department resources.
