The estimated revenue from this contract, at a
minimum, is expected to be $162,912. The highest-scored proposal will be brought to
council for consideration and award.
Project summary statement:
Staff is requesting City Council authorize the issuance of Request for Proposal (RFP)
#2023-059 to receive proposals from suppliers to provide Basic Life Support Ambulance
Services.
This solicitation process will result in a contract with a single city-wide supplier of
ambulance transport services for Basic Life Support (BLS) patients that have been
screened and medically evaluated by the Everett Fire Department (EFD) and transferred
to the Supplier for transport to an appropriate medical facility. The EFD will remain the
first responder for all 9-1-1 calls, will perform triage and interview all patients and
provide Advanced Life Support (ALS) treatment and transport. Or in some cases, the
supplier may be dispatched directly to medical facilities where licensed providers have
evaluated the patient and deemed them appropriate for basic life support transport.
In addition to the revenue provided, the supplier selection will be based on a variety of
considerations, including but limited to company qualifications, capabilities in relation to
the response time, minimum units, and mechanisms to meet the demand for emergency
ambulance response exceeding peak periods of normal daily peak response or
unexpected periods of unusually high call volume as well as employee work schedules,
shift assignments, and policies including those related to workload protection.

Recommendation (exact action requested of Council):
Authorize the release of Request for Proposal #2023-059 Basic Life Support Ambulance
Services substantially in the form provided.
