EXHIBIT A SCOPE OF WORK Exhibit A to Professional Services Agreement (Form Approved by City Attorney’s Office January 7, 2010, updated November 15, 2022) The intent of this memo is to provide initial information regarding the proposed scope of work for Enterprise Protection Associates in assisting the client in security improvement projects. This is not a proposal and is subject to discussion and change. Purpose of Project: To develop and begin implementation of a Water and Wastewater Security Master Plan for the City of Everett Department of Public Works. Time Frame It is estimated that the development and implementation of the plan will occur over the course of three years, beginning January 2023 through December 2025. Scope of Work The general scope requires EPA to assist the Department of Public Works (DPW) in upgrading the security profile both on a department wide basis and on a site by site basis where required. The effort will involve meetings with key management and operational personnel within the organization as well as visits to some sites as required to obtain pertinent information. More specifically, the outcomes and deliverables will include: 1. Identification of the security goals and objectives of DPW over the short, medium, and long terms. 2. Build on the existing series of studies to characterize the organizational assets and the threat environment, in particular for the wastewater assets which have not yet been studied through a security lens. 3. Expand the AWIA work previously completed for the water assets to include wastewater assets. 4. Identify and cost potential mitigation measures for sites requiring further security. Include implementation planning that can coincide with ongoing or projected capital projects if appropriate. 5. Develop and document security standards that can be applied organization wide as well as locally on a per site basis. 6. Provide standard detail drawings relevant to security installations that can be applied where needed to any security improvements to come. 7. Provide security specifications relevant to security installations that can be applied where needed to any security improvements to come. 8. Develop and assist in implementation of documented security policy and procedures. The procedures would cover the range of topics outlined in the 2022 Gap Analysis and any others that may arise in the course of this project.
