EXHIBIT A <br />SCOPE OF WORK <br /> <br /> <br />Exhibit A to Professional Services Agreement <br />(Form Approved by City Attorney’s Office January 7, 2010, updated November 15, 2022) <br /> <br />The intent of this memo is to provide initial information regarding the proposed scope of work for Enterprise <br />Protection Associates in assisting the client in security improvement projects. This is not a proposal and is subject to <br />discussion and change. <br /> <br />Purpose of Project: <br />To develop and begin implementation of a Water and Wastewater Security Master Plan for the City of Everett <br />Department of Public Works. <br /> <br />Time Frame <br />It is estimated that the development and implementation of the plan will occur over the course of three years, <br />beginning January 2023 through December 2025. <br /> <br />Scope of Work <br />The general scope requires EPA to assist the Department of Public Works (DPW) in upgrading the security profile <br />both on a department wide basis and on a site by site basis where required. The effort will involve meetings with key <br />management and operational personnel within the organization as well as visits to some sites as required to obtain <br />pertinent information. More specifically, the outcomes and deliverables will include: <br /> <br />1. Identification of the security goals and objectives of DPW over the short, medium, and long terms. <br />2. Build on the existing series of studies to characterize the organizational assets and the threat environment, in <br />particular for the wastewater assets which have not yet been studied through a security lens. <br />3. Expand the AWIA work previously completed for the water assets to include wastewater assets. <br />4. Identify and cost potential mitigation measures for sites requiring further security. Include implementation <br />planning that can coincide with ongoing or projected capital projects if appropriate. <br />5. Develop and document security standards that can be applied organization wide as well as locally on a per site <br />basis. <br />6. Provide standard detail drawings relevant to security installations that can be applied where needed to any <br />security improvements to come. <br />7. Provide security specifications relevant to security installations that can be applied where needed to any security <br />improvements to come. <br />8. Develop and assist in implementation of documented security policy and procedures.
