• . . time , recommend to the appropriate public officials of the city programs for pub- lic structures and improvements and for the financing thereof. It shall he a part of its duties to consult and advise with the public officials end agencies thereof, public-utility companies , civic, educational, professional , and other organizations, and with citizens with relation to the protecting or carrying out of the plan. The commission shall have the right to accept and use gifts for the exercise of its functions . All public officials of the city shall, upon request, furnish to the commission, within reasonable time , such available information as it may require for its work. The commission, its members, officers and employees, in the perform- ance of their functions, may enter upon any land and make examinations and surveys and place and maintain necessary monuments and marks thereon. In general, the com- mission shall have such powers as may be necessary to enable it to fulfill its functions, promote municipal planning, or carry out the purposes of this ordinance. Section 11 . Zoning. - The commission shall have all the powers that would ordinarily belong to a zoning commission if and when such a commission is appointed within the municipality. Section 12. Subdivision Jurisdiction. - The territorial jurisdiction of the municipal planning commission over the subdivision of land shall include all land located in the municipality and such commission shall have the authority to take the necessary acts to protect the municipality as far as possible against the ill effects of badly planned developments near its border and to co-operate in the dev- elopment of regional planning in territory adjacent to its boundaries. Section 13 . Scope of Control of Subdivisions . - ':whenever a planning commis- sion of the municipality shall have adopted a major street plan of the territory within its subdivision jurisdiction. or part thereof, and shall have filed a certi- fied copy of such plan with the city council, it shall be the duty of the city council to approve a plat or subdivision of land only after the same has been re- ceived the approval of such planning commission and its approval entered in writ- ing on the plat by the chairman or secretary of the commission. Section 14. Subdivision Regulations. - Before exercising the powers referred to in Section 13, the planning commission shall adopt regulations governing the subdivision of land within its jurisdiction. Such regulations may provide for the proper arrangement of streets in relation to other existing or planned streets and to the master plan, for adequate and convenient open spaces for traffic , utilities, -5-
