• . . <br /> time , recommend to the appropriate public officials of the city programs for pub- <br /> lic structures and improvements and for the financing thereof. It shall he a part <br /> of its duties to consult and advise with the public officials end agencies thereof, <br /> public-utility companies , civic, educational, professional , and other organizations, <br /> and with citizens with relation to the protecting or carrying out of the plan. The <br /> commission shall have the right to accept and use gifts for the exercise of its <br /> functions . All public officials of the city shall, upon request, furnish to the <br /> commission, within reasonable time , such available information as it may require <br /> for its work. The commission, its members, officers and employees, in the perform- <br /> ance of their functions, may enter upon any land and make examinations and surveys <br /> and place and maintain necessary monuments and marks thereon. In general, the com- <br /> mission shall have such powers as may be necessary to enable it to fulfill its <br /> functions, promote municipal planning, or carry out the purposes of this ordinance. <br /> Section 11 . Zoning. - The commission shall have all the powers that would <br /> ordinarily belong to a zoning commission if and when such a commission is appointed <br /> within the municipality. <br /> Section 12. Subdivision Jurisdiction. - The territorial jurisdiction of the <br /> municipal planning commission over the subdivision of land shall include all land <br /> located in the municipality and such commission shall have the authority to take <br /> the necessary acts to protect the municipality as far as possible against the ill <br /> effects of badly planned developments near its border and to co-operate in the dev- <br /> elopment of regional planning in territory adjacent to its boundaries. <br /> Section 13 . Scope of Control of Subdivisions . - ':whenever a planning commis- <br /> sion of the municipality shall have adopted a major street plan of the territory <br /> within its subdivision jurisdiction. or part thereof, and shall have filed a certi- <br /> fied copy of such plan with the city council, it shall be the duty of the city <br /> council to approve a plat or subdivision of land only after the same has been re- <br /> ceived the approval of such planning commission and its approval entered in writ- <br /> ing on the plat by the chairman or secretary of the commission. <br /> Section 14. Subdivision Regulations. - Before exercising the powers referred <br /> to in Section 13, the planning commission shall adopt regulations governing the <br /> subdivision of land within its jurisdiction. Such regulations may provide for the <br /> proper arrangement of streets in relation to other existing or planned streets and <br /> to the master plan, for adequate and convenient open spaces for traffic , utilities, <br /> -5- <br />
