ORDINAN NO. 2612 <br /> An Ordinance regulating traffic upon the public streets of the City of <br /> Everett when blind persons are using street intersections , limiting the use <br /> of white canes or walking sticks to such blind persons es a means of identi- <br /> fication, giving blind persons the right of way at such crossings , and pro- <br /> viding penalties for violation thereof. <br /> TT ; CITY OF EVERETT DOES ORDAIN: <br /> Section 1 . It shall be unlawful for any person except those wholly or <br /> partially blind to use or carry on the public streets of Everett any canes <br /> or walking sticks which are wholly white in color, or white with red end or <br /> bottom. <br /> Section 2. Persons wholly or partially blind, while carrying such iden- <br /> tification canes or walking sticks , if and when such persons have signified <br /> their intention to cross an intersection upon a public street by lifting and <br /> waving such identification canes or walking stick described herein, in such <br /> manner as to be plainly visible to the drivers of approaching motor vehicles <br /> or other traffic thereon, shall have the right of way at said crossings, and <br /> all motor vehicles or other traffic shall come to a complete stop until said <br /> blind person shall be in a zone of safety on the opposite side of the street; <br /> Provided , at intersections where a traffic officer is on duty, or a traffic <br /> signal is located , said blind persons shall cross the street with released <br /> traffic, and not otherwise . <br /> Section 3. Any person violating or failing to comply with any of the <br /> provisions of this ordinance shall, upon conviction thereof, be punished by <br /> a fine in any sum not exceeding Three Hundred ( 30) Dollars , or by imprison- <br /> ment in the city jail for a period not exceeding ninety (93) days, or by <br /> both such fine and imprisonment . <br /> Section. 4.
