t i <br /> occupation herein named , shall first :rake application in writing to the City <br /> Council , giving applicant's name , address and description of business to be en- <br /> gaged in, and place where said business is to be carried on and such other in- <br /> formation as the said Council may require . If satisfied that a license should <br /> be issued to the applicant, the City Council shall adopt a resolution, or by mo- <br /> tion in open Council meeting, give its consent, permitting the granting of such <br /> a license to said applicant . <br /> Section 3. All licenses granted under this ordinance shall expire bn the <br /> 31st day of December of each year , and no license shall be issued by the Clerk <br /> of said City , except upon e receipt from the City Treasurer showing payment of <br /> the annual license fee provided by this ordinance , after permission granted by <br /> the City Council; and all such licenses shall be revocable for violation of any <br /> ordinance relating to such business or occupation, and shall contain a provision <br /> making them revocable by the City Council without liability to repay any unearn- <br /> ed portion of said fee , and without in any manner preventing the City from en- <br /> forcing any other penalties against such licensee . <br /> Section 4. Inasmuch as additional sources of revenue must be had to meet <br /> the city expenditures which revenue is insufficient because of insufficient in- <br /> come due to lessened tax receipts coming in from the taxpayers, the provisions <br /> of this ordinance shall be deemed an exercise of the power of the City of Everett <br /> to license for the purpose of raising an excise or privilege tax for revenue , <br /> or for the purpose of regulation, or for the combined purpose of raising revenue <br /> and the regulation of the businesses or occupations herein described . In those <br /> cases in which the purpose is for regulation, the provisions of this ordinance <br /> shall be deemed an exercise of the police power of the State of ': ashington and <br /> of the City of Everett for the protection of the economic , social and public wel- <br /> fare of its citizens and in the promotion of their peace, health and morals , and <br /> all of its provisions shall be liberally construed for the accomplishment of that <br /> purpose. <br /> Section 5 . Any person violating any of the provisions of this ordinance <br /> shall , upon conviction, be punished by imprisonment in the City Jail for a period <br /> not exceeding ninety (90) days , or by a fine of not to exceed Three Hundred (000) <br /> Dollars , or by both such fine and imprisonment. <br /> -2- <br />
