the immediate use of additional employees in said department, the commissioner of public works shall provide for the employment and salaries or wages of said addi- tional employees for the period of such emergency. Section 25: That the City Clerk be and he hereby is authorized and directed to enter charges as reduced appropriations for salaries and wages and reduction in the number of employees against the several 1934 Budget appropriations in amounts equal to the reduction hereby ade and thereafter no warrants shall be issued by the city clerk and the city council shall approve no claims of the re- duced budget appropriations , except for emergencies as provided by law . Section 26: That Ordinance No . 2607 and Sections 4, 5, 7 , 9, 10 and 11 of Ordinance No. 2483 as amended, and all ordinances or parts of ordinances in con- flict herewith be and the same are hereby repealed. Section 27: That nothing herein contained shall in any way be construed to require the employment of any officer, deputy, assistant or employee whose salary or compensation is fixed or determined herein when the services of such officer, deputy, assistant or employee are not needed , and all reductions in the number of city officers. deputies , assistants and employees, authorized by this ordinance , are made by the city council because of an insufficient income due to lessened tax receipts paid by the taxpayers, for the very urgent reason and necessity of exercising economy in the expenditure of the city's funds and the curtailment of expenses thereof.
