Hi Dennis, <br />I believe they were not required but an option for the previous homeowner through the <br />" Tree City USA Program". They are located in the strip between sidewalk and street so <br />city property maintained by home owner ( myself ). It is I believe considered a right of <br />way location. <br />This is what I was able to find off the internet "The Everett Public Works <br />Department tree program is a tree -planting partnership program for trees planted in <br />parking strips and city right -of way. It is a partnership between residential and <br />commercial property owners and the City of Everett.
