August 16, 2023 <br />3 <br /> <br /> <br /> <br />Roll was called with all council members voting yes. <br /> <br /> Motion carried. <br /> <br /> <br />ACTION ITEM: <br /> <br />AGREEMENT – THERAPEUTIC COURT FOR SUBSTANCE USE DISORDERS <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Tuohy, to authorize the <br />Mayor to sign the Interagency Agreement IAA24237 between WA State Administrative Office <br />of the Courts and Everett Municipal Court. <br /> <br />Judges Remy Leonard and Amy Kaestner, Everett Municipal Court, provided an overview of the <br />grant agreement, and discussion ensued with Judge Leonard and Judge Kaestner answering <br />Council questions. <br /> <br /> <br />Roll was called with all council members voting yes. <br /> <br /> Motion carried. <br /> <br />COUNCIL BILL 2308-39 <br /> <br /> SECOND & THIRD AND FINAL READING: <br /> <br />AN ORDINANCE creating a Special Improvement Project, entitled “Beverly Lake WQ <br />Retrofit,” Fund 336, Program 040 <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Tuohy, that this is declared <br />to be the second & third and final reading of Council Bill 2308-39. <br /> <br /> <br />The Deputy City Clerk was directed to call the roll for the final deposition of the ordinance. <br /> <br /> AYES: Rhyne, Schwab, Fosse, Zarlingo, Vogeli, Tuohy, Stonecipher <br /> NAYES: None <br />ABSENT: None <br /> <br /> Ordinance No. 3966-23 adopted.
