RESOLUTION Page 2 of 7 <br />the comprehensive plan or development regulations will be docketed and processed along with the <br />periodic update as a legislative process pursuant to EMC 15.02.095; and <br />WHEREAS, the City of Everett issued a public notice on April 20, 2023, requesting applications be <br />submitted no later than June 12, 2023 for any proposed comprehensive plan and associated <br />development regulation (e.g., zoning) amendments; and <br />WHEREAS, the City of Everett initiated its initial specific amendment review process on June 13, <br />2023, which included consideration of three site specific comprehensive plan land use designation <br />map and zoning map amendments, and six text amendments to the comprehensive plan and Unified <br />Development Code Title 19; and <br />WHEREAS, the Planning Commission held a briefing on June 20, 2023, and a public hearing on July <br />18, 2023, and passed Resolution 23-02 forwarding a recommendation to the City Council on the <br />specific amendment requests; and <br />WHEREAS, the Planning Commission recommends advancing three applications as part of the 2024 <br />comprehensive plan environmental review, recognizing that four applications are incorporated in the <br />growth alternatives, addressing one application via a pending development review process and <br />advancing one application as input for consideration by staff, the Planning Commission, and the City <br />Council.. <br />WHEREAS, the City Council held a briefing on August 9, 2023 and a public hearing on August 23, 2023. <br />NOW, THEREFORE, BE IT RESOLVED BY THE EVERETT CITY COUNCIL THAT: <br />1.The three Growth Alternatives attached as Exhibit 1 contain the components that should advance <br />into the 2044 Comprehensive Plan Periodic Update environmental review process, described as: <br />a.Alternative 1, current plans extended <br />b.Alternative 2, concentrated growth <br />c.Alternative 3, dispersed growth <br />2.The specific amendment applications shall be processed relative to the environmental review for the <br />growth alternatives as follows: <br />Applicant Action <br />Clark The requested outcome is incorporated in in the 2044 comprehensive plan <br />periodic update environmental review under Alternatives 2 and 3. <br />Cunningham Advance the request for further analysis and consideration in the periodic <br />update. <br />Everett Housing <br />Authority <br />Address this requested comprehensive plan amendment prior to the periodic <br />update and along with the pending Park District development review process. <br />Hall et al Advance the request for further analysis and consideration in the periodic <br />update.
