No environmental <br />checklist is included, but the proposal likely qualifies for a categorical exemption from <br />the State Environmental Policy Act under WAC 197-11-800(19) (procedural actions). <br /> <br />Is there a reasonable chance of approval? <br />The application materials address consistency of this change with the existing <br />comprehensive plan and with the relevant criteria in Chapter 15.03 EMC. Once the Draft Environmental Impact <br />Statement is published, the applicant should be sure to participate in the decision-making process and <br />advocate for the requested outcome to the planning commission and the city council through the <br />various participation methods identified in the Everett 2044 Public Participation Plan.
