If a project-specific consultation is recommended, HSIL will initiate a project-specific consultation <br />with the affected Tribes and Department of Archeological and Historic Preservation. <br />v. Following the initial consultation, HSIL will confirm with subrecipient the required supplemental <br />information required as deliverables under this Task. <br />vi. Require supplemental information will be provided to HSIL for WDFW approval and <br />communication to consulting parties. <br />vii. Work may begin on related tasks when HSIL provides a notice to proceed. <br />1.3 INFORMATION COLLECTION REQUIREMENTS <br /> <br />If the project includes a survey, questionnaire, or similar information-gathering activity posed to 10 or more people, the <br />subrecipient will be required to obtain approval as required under the Paperwork Reduction Act (PRA). If requesting <br />information from fewer than ten people or groups, but they represent the majority or all of an industry or sector, PRA <br />clearance may be required. Regardless of whether the information collecti on is voluntary (i.e., the public is not required <br />by law to provide information) or mandatory, the PRA treats the information collection the same. Work expenses related <br />to the design, administration, or collection of surveys cannot be reimbursed without pr ior approval from the OMB. <br />Subrecipients will work with the subaward manager to provide the required information to EPA for Office of <br />Management and Budget (OMB) approval. Any work that requires Information and Collection Requirements cannot <br />begin until after the OMB approval is complete. These are tasks 4.2, 4.3, 5, and 6.
