The <br />Ecology grant will pay up-to $301,110 of project expenses with a 25% match from the City. The <br />remaining costs will be paid from utility operating funds. Total amount of the Professional <br />Services Agreement is $476,655. <br />Part of this project includes developing a regional facility plan which includes payment-in-lieu-of - <br />construction process. Once implemented, this process could provide revenue generation for <br />future stormwater projects. <br />Project summary statement: <br />The PSA includes two related efforts: <br />1.Conduct a regional stormwater facility study to examine the potential for creating <br />regional stormwater facilities within the City. The work will include identifying existing <br />facilities with excess capacity, potential new facilities, establishing ranking criteria with <br />stakeholders, ranking regional stormwater facility locations and planning level design of <br />priority facilities. (This work is funded by the Ecology grant.) <br />2.Prepare a Regional Stormwater Facility Plan as required by EMC 14.28.070. The plan will <br />establish a method for cataloging, tracking, and managing regional stormwater facilities. <br />The plan includes creation of a payment-in-lieu-of-construction program to allow future <br />projects to purchase excess capacity in existing facilities as mitigation for project <br />impacts. (This work was not included in the Ecology grant.) <br />Recommendation (exact action requested of Council): <br />Authorize the mayor to sign the professional services agreement with Osborn Consulting Inc. for <br />an amount not to exceed $476,655.
