The power to grant or refuse any license to sell <br /> or in any manner to dispose of beer and/or wine in the City of Everett <br /> shall be and remain in the Council, and nothing contained in this Ord- <br /> inance shall be construed to grant any vested right in any person. for <br /> the issuance , assignment , transfer, renewal, re-issue , or continuance <br /> of any license , and the right and power shall be and remain at all <br /> times vested in the Council to cancel any license. No license or re- <br /> newal thereof nor any transfer of the place of license where such bus- <br /> iness is conducted shall be granted except by a majority vote of the <br /> Council. No license gall be granted to a grocer, a restaurateur, a <br /> drugi:ist , or a hotel, unless said applicant shall have been establish- <br /> ed in business in Everett at least one year. <br /> PERSONS DISQUALIFIED AND PROHIBITED LOCATION. <br /> Section 4: No beer and wine license shall be granted, either <br /> by original issue or transfer, to the following perenne; persons not <br /> a citizen of the United States or any person who is not of good mor- <br /> al character, or to any person to sell at a place within four hundred <br /> (400) feet of a block on which a public school house is situated, <br /> distance to be measured by established street lines, nor on the samesLA <br /> of a street in any block on which a church is situated.
