- • ORDINANCE NO. 2577. An Ordinance providing for emergency expenditures for the purpose of providing facilities for permanent registration of the voters of the City of 'Everett , pursuant to Initiative Measure No . 58 adopted at the general election of 1932, the issuance of emergency warrants therefor payable out of the general fund of the City and declaring an emergency. WHEREAS , a public emergency has arisen by reason of Initiative mea- sure No . 58 adopted at the general election of 1932, to meet mandatory expenditures required by said law enacted since the enactment of the last budget, which emergency could not have reasonably been foreseen at the time of making the Budget for the year 1933, to-wit , in October , 1932, as specifically prescribed in Section 6, Chapter 158, Laws of 1923 , and which requires the expenditure of money not provided for in said budget; NOW, THEREFORE , THE CITY OF E ERETI' DOES ORDAIN: Section 1; That a public emergency exists to meet mandatory expen- ditures required in a law enacted since the making of the last budget , which emergency could not have reasonably been foreseen at the time of making the Budget for the year 1933, to-wit ; in October, 1932, as speci- fically prescribed in Section 6; Chapter 158, Laws of 1923; that said em- ergency has been caused by the reason of the adoption at the general elec- tion of 1932 of Initiative Leasure No . 58, providing for the permanent registration of all voters in the City of Everett , which will necessitate the purchase of special equipment, binders , indexes, office files, cards and other installation costs; that the amount of money required to meet said emergency is in the estimated sum of Two Thousand (' 2000) Dollars . Section 2. That said emergency expenditures shall be paid for by the issuance of emergency warrants by the proper officers of the City of Ever- ett as provided by law and said emergency warrants shall be paid for from moneys on hand in the General Fund of said City . Section 3: It appearing that this Ordinance is necessary for the pub- lic safety , peace and quietude of the said city in the matter of protection of its public institutions, an emergency is hereby declared to exist and this Ordinance shall take effect immediately upon its passage and publica- tion. 051-QD Attest: y Mayor City Clerk Passed: May 17th , 1933; published: kay),9th, 1933.
