- <br /> • <br /> ORDINANCE NO. 2577. <br /> An Ordinance providing for emergency expenditures for the purpose <br /> of providing facilities for permanent registration of the voters of the <br /> City of 'Everett , pursuant to Initiative Measure No . 58 adopted at the <br /> general election of 1932, the issuance of emergency warrants therefor <br /> payable out of the general fund of the City and declaring an emergency. <br /> WHEREAS , a public emergency has arisen by reason of Initiative mea- <br /> sure No . 58 adopted at the general election of 1932, to meet mandatory <br /> expenditures required by said law enacted since the enactment of the last <br /> budget, which emergency could not have reasonably been foreseen at the <br /> time of making the Budget for the year 1933, to-wit , in October , 1932, <br /> as specifically prescribed in Section 6, Chapter 158, Laws of 1923 , and <br /> which requires the expenditure of money not provided for in said budget; <br /> NOW, THEREFORE , <br /> THE CITY OF E ERETI' DOES ORDAIN: <br /> Section 1; That a public emergency exists to meet mandatory expen- <br /> ditures required in a law enacted since the making of the last budget , <br /> which emergency could not have reasonably been foreseen at the time of <br /> making the Budget for the year 1933, to-wit ; in October, 1932, as speci- <br /> fically prescribed in Section 6; Chapter 158, Laws of 1923; that said em- <br /> ergency has been caused by the reason of the adoption at the general elec- <br /> tion of 1932 of Initiative Leasure No . 58, providing for the permanent <br /> registration of all voters in the City of Everett , which will necessitate <br /> the purchase of special equipment, binders , indexes, office files, cards <br /> and other installation costs; that the amount of money required to meet <br /> said emergency is in the estimated sum of Two Thousand (' 2000) Dollars . <br /> Section 2. That said emergency expenditures shall be paid for by the <br /> issuance of emergency warrants by the proper officers of the City of Ever- <br /> ett as provided by law and said emergency warrants shall be paid for from <br /> moneys on hand in the General Fund of said City . <br /> Section 3: It appearing that this Ordinance is necessary for the pub- <br /> lic safety , peace and quietude of the said city in the matter of protection <br /> of its public institutions, an emergency is hereby declared to exist and <br /> this Ordinance shall take effect immediately upon its passage and publica- <br /> tion. 051-QD <br /> Attest: y Mayor <br /> City Clerk <br /> Passed: May 17th , 1933; published: kay),9th, 1933. <br />
