Helion Energy Shielding Structure -Foundation February 1, 2023
Helion Energy
4. Action Item 4(Resolved)—Side faces of the exposed building column footings were uncovered.Although the
contract plans did not show continuation of the joint filler along the sides of the footings, this was discussed
with Andersen Construction while on site and the exposed faces were covered with plastic sheeting. All
instances appeared to be corrected prior to leaving the site. See Figure 5.
5. Action Item 5 — Installation of the #8 bar pairs was partially complete during the site visit. The remaining
pairs of bars should be installed prior to placement of the top mat. See Figure 6. The global placement of
the bars was not measured while on site to verify location relative to the future anchor bolt installations.
Andersen should confirm locations of the#8 bars prior to placing the top mat.
6. Action Item 6 — Instances of (3) bar splices were observed while on site near the SW slab corner. Splices
using(3)bars is acceptable, however, should be re-arranged to not leave gaps between adjacent bars, where
minimum bar spacings are not met. It is also advised to add supplemental tie wire locations at the transition
point of the splice. See Figure 7.
7. Out-of-Conformance Item 1— Remnants of tie wire and mylar sheets that have fallen to the bottom of the
excavated slab area should be cleared and removed prior to the concrete pour.
8. Out-of-Conformance Item 2— Instances of mylar sheets that had fallen out of place were observed at a few
locations on the bottom mat. The fallen mylar sheets was discussed with Helion Energy prior to leaving the
site and was confirmed that minor instances of missing sheets was acceptable.
Additional Notes/In-Conformance Items:
1. General spacing of rebar, on average, was acceptable.
2. Footing dimensions, width, and depth, were acceptable.
3. Lap splice lengths were measured in field and were acceptable.
4. Bottom mat reinforcing at the exposed building column locations except as noted in Action Item 2 were
acceptable.
Hayden Leblonde of Andersen Construction and Paul Gentsch of Helion Energy were on site at the time of the
observation and was notified of the above-mentioned action items. The additional notes were briefly discussed
but have been expanded upon in this report with supplemental information. Once action items and out-of-
conformance items are updated, repaired, and reviewed the structural elements should be in substantial
compliance with the structural contract documents.
Thank you and please call if you have any questions.
Sincerely,
Mackenzie Lostra, PE
Project Engineer
Peterson Structural Engineers Inc.
Sent via email to Paul Gentsch on 2/1/2023 <paul@helionenergy.com>
PAGE 12
