CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Beverly Lake Water Quality Retrofit Division 5 – SURFACE TREATMENTS August 2023 <br /> <br />AND PAVEMENTS <br />WO No. – UP3745 SP - 159 <br />DIVISION 5 – SURFACE TREATMENTS AND PAVEMENTS <br />5-04 HOT MIX ASPHALT <br />Delete 5-04 and substitute the following: <br />5-04.1 Description <br />Work shall consist of providing and placing one or more layers of plant-mixed hot mix asphalt <br />(HMA) on a prepared foundation or base in accordance with these Specifications and the <br />lines, grades, thicknesses, and typical cross-sections shown in the Plans. The manufacture <br />of HMA may include warm mix asphalt (WMA) processes in accordance with these <br />Specifications. WMA processes include organic additives, chemical additives, and foaming. <br />Provide HMA composed of asphalt binder and mineral materials as may be required, mixed <br />in the proportions specified to provide a homogeneous, stable, and workable mixture. <br />5-04.2 Materials <br />Provide materials meeting the requirements of the following sections: <br />(b) Asphalt Binder 9-02.1(4) Standard Specifications <br />(c) Cationic Emulsified Asphalt 9-02.1(6) Standard Specifications <br />(d) Anti-Stripping Additive 9-02.4 Standard Specifications <br />(e) HMA Additive 9-02.5 Standard Specifications <br />(f) Aggregates 9-03.8 Standard Specifications <br />(g) Recycled Asphalt Pavement 9-03.8(3)B Standard Specifications <br />(h) Mineral Filler 9-03.8(5) Standard Specifications <br />(i) Recycled Material 9-03.21 Standard Specifications <br />(j) Portland Cement 9-01 Standard Specifications <br />(k) Sand 9-03.1(2) Standard Specifications <br />(l) (As noted in 5-04.3(5)C for crack sealing) <br />(m) Joint Sealant 9-04.2 Standard Specifications <br />(n) Foam Backer Rod 9-04.2(3)A Standard Specifications <br /> <br />The Contractor may use up to 20 percent RAP by total weight of HMA with no additional <br />sampling or testing of the RAP. Sample and test the RAP at a frequency of one sample for <br />every 1,000 tons produced and not less than two samples per project. Report the asphalt <br />content and gradation test data to the City when submitting the mix design for approval on <br />the QPL. Include the RAP as part of the mix design as defined in these Specifications. <br />Provide the grade of asphalt binder as required by the Contract. Blending of asphalt binder <br />from different sources is not permitted. <br />The Contractor may only use warm mix asphalt (WMA) processes in the production of HMA <br />with 20 percent or less RAP by total weight of HMA. Submit to the Engineer for approval the <br />process that is proposed and how it will be used in the manufacture of HMA. <br />For production of aggregates comply with the requirements of Section 3-01. <br />For preparation of stockpile site, the stockpiling of aggregates, and the removal of aggregates <br />from stockpiles comply with the requirements of Section 3-02. <br />5-04.2(1) How to Get an HMA Mix Design on the QPL <br />If the contractor wishes to submit a mix design for inclusion in the Qualified Products <br />List (QPL), please follow the WSDOT process outlined in Standard Specification 5- <br />04.2(1).
