CITY OF EVERETT SPECIAL PROVISIONS <br />Beverly Lake Water Quality Retrofit Division 1 – GENERAL REQUIREMENTS August 2023 <br />WO No – UP3745 SP – 89 <br />1-07.5 Environmental Regulations <br />1-07.5(1) General <br />Supplement 1-07.5 by adding the following: <br /> <br />Protection of the Environment: No construction related activity shall contribute to <br />the degradation of the environment, allow material to enter surface or ground waters, <br />or allow particulate emissions to the atmosphere, which exceed state or federal <br />standards. Any actions that potentially allow a discharge to state waters must have <br />prior approval of the Washington State Department of Ecology." <br /> <br />1-07.5(4) Air Quality <br />Delete all of 1-07.5(4) and substitute the following: <br />The Contractor shall comply with all rules of the Puget Sound Clean Air Agency <br />(PSCAA) (800-552-3565). These rules include PSCAA Regulation I. Excerpts of <br />Regulation I are included in the Appendix D as it relates to fugitive dust control. The <br />Contractor shall submit a dust control plan including dust control measures for its <br />activities related to this Contract that may cause dust. This plan shall be submitted <br />to the Engineer prior to commencing activity at the job site. <br />1-07.6 Permits and Licenses <br />Supplement 1-07.6 by adding the following: <br />A City of Everett business license is required for the Contractor and the Contractor’s <br />Subcontractors prior to commencing construction on this Contract. <br />Contractor shall obtain all necessary permits required by law and the City of Everett. <br />All general building, electrical, plumbing permits will be issued at no cost to the <br />Contractor. In addition, obtain all required permits for waste disposal sites. Waste <br />disposal sites shall be in the United States, unless otherwise expressly stated in the <br />Contract Documents or the City gives prior written approval. <br />This Project contains less than one acre of total disturbed area within the project <br />limits and does not require Contractor to apply for Ecology’s Construction <br />Stormwater General Permit. <br />1-07.9 Wages <br />1-07.9(1) General <br />Delete the first paragraph of 1-07.9(1) and substitute the following: <br />This Contract is subject to the minimum wage requirements of RCW 39.12 and to <br />RCW 48.28, as amended or supplemented. Workers shall receive no less than the <br />prevailing rate of wage. Bidder shall use the Washington State Prevailing Wage <br />Rates for Snohomish County, effective at the time of bid opening. Bidder is solely <br />responsible to use the schedule in effect at the Bid Opening Date, determine the <br />appropriate labor classification(s), and use the appropriate and correct prevailing <br />wage and benefit rate(s).
