sf r = V h <br /> T 4 '� <br /> • l <br /> ORDINANCE NO. 2545 <br /> An ordinance providing for an emergency expen- <br /> diture, for the issuance of emergency warrants, and declar- <br /> ing an emergency. <br /> Whereas a public emergency, coming within the <br /> provisions specified in section 6 of chapter 158 of the <br /> laws of 1923, and which emergency has not been provided <br /> for and could not have been reasonably been foreseen at <br /> the time of making the budget for Everett for 1932 (to <br /> wit: in October 1931) , and said emergency requires the <br /> expenditure of money not provided for in said budget for <br /> Everett for 1932, NOW, ThEREPORE: <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. That a public emergency exists, <br /> coming within the provisions specified in section 6 of <br /> chapter 158 of the laws of 1923, which was not provided for <br /> and which could not have been reasonably foreseen at the <br /> time of making the budget for Everett for 1932 (to wit: in <br /> October 1931) ; that said emergency has been caused by reason <br /> of the fact that Everett has been stricken with excessive <br /> unemployment to the extent that many of its citizens are <br /> in serious need of food, clothing and employment, causing <br /> want, hunger, and distress, and said emergency has necessi- <br /> tated and will require the expenditure of ten thousand <br /> (440,000) dollars, to provide employment on the streets <br /> of Everett and in the public parks belonging to the city <br /> of Everett. <br /> Section 2. That there is hereby appropriated out <br /> of the general fund of Everett the said sum of ten thousand <br /> ( p10 ,000) dollars, to pay said emergency expenditure, which <br /> said expenditure shall be paid by the issuance of emergency <br /> warrants on said general fund, by the proper officers of <br /> Everett, as is provided by law. <br /> Section 3. That it appearing that this ordinance <br /> and said appropriation are necessary for the preservation of <br /> order, conservation of health, and to relieve the stricken <br /> community of Everett that has been overtaken by the calamnity <br /> of excessive unemployment, an emergency is hereby declared to <br /> exist, coming within the provisions of said section 6 of chap- <br /> ter 158 of the laws of 1923, and this ordinance shall take ef- <br /> fect immediately upon its passage and publication. <br /> Attest <br /> yor. <br /> City Clerk. <br /> ,�r�is-titz�e dmext <br /> P <br /> Passed January 27, 1932, and voted for by Commissioners <br /> C. 3.
