. 4 a • ORDINANCE NO. 2525 An Ordinance relating to the discharging, exploding, use, purchase and sale of firecrackers and other powder explosives, providing a penalty for the violating thereof and repealing Ordinance No. 2163. THE CITY OF EVERETT DOES ORDAIN: Section 1: It shall be unlawful for any person to fire, discharge, explode, use, purchase, sell or offer for sale any squib, firecracker, torpedo, dynamite cane or other fireworks or powder explosive which contain black powder or chlorate of potash, within the limits of the City of Everett, provided however, that the above shall not apply to the manufacture or keeping of the same by manufacturers, jobbers or wholesalers for the use or sale outside the limits of the City of Everett, under regulations prescribed by the Fire Chief and the Com- missioner of Safety, and provided further, that there may be displays of fireworks and that fireworks may be sold or pur- chased for such display for public purposes or public occasions under the joint supervision or control of the Fire Chief and the Commissioner of Safety. Section 2: It shall be lawful to sell the following it ems, viz: Flashcrackers or Flashlight Firecrackers not ex- ceeding two ikohes in length which contain aluminum powder, but do not contain chlorate of potash, also those certain • fireworks known as sparklers, flower pots, squibs and pin wheels. It shall also be lawful to sell cap pittols and cap guns, providing no toy guns shall be sold for use with blank cartridges. Section 3: It shall be unlawful to fire any fireworks without a written permit by the Commissioner of Public Safety, on Hewitt Avenue or in that certain district one block north
