permitted change made to the house (according to the homeowner). SDA specified a <br />beam and load paths for the opening created on the main floor when the brick fireplace <br />was removed. No other structural review was requested because no other structural <br />changes were made in the structure. <br />• Please explain why the City of Everett Permit Services believes that the roof needs <br />engineering since it is a pre-existing structure that has not been modified. <br />o The physical roof structure has not been changed from when it was originally <br />built. <br />o Only the hole left by the removal of the fireplace was sheathed and shingled. <br />• Please explain further why engineering would be required for the floor system since no <br />changes have been made to the floor system. <br />• The staircase is totally wrong and should be replaced. <br />o The varied riser heights, landing dimensions and fall hazards should not be <br />allowed. <br />o It is the City of Everett Permit Services AHYs position to allow the stairs to stay <br />as -is, since these stairs were in existence at the point of sale (per homeowner), <br />and are not a primary means of egress for the basement? <br />o There is an exterior door in the basement that acts as a means of egress. <br />• Details for how the new enlarged window openings will be framed will be included in <br />the updated plans. <br />5. The house is subject to Code Enforcement (CE) action per File No. CE21-0571. The <br />design team should review this documentation and verify that all issued identified by <br />the CE department have been addressed. Note that the CE documentation is not <br />intended to provide a comprehensive list of all un-permitted work. It is the applicant's <br />responsibility to identify and resolve all un-permitted work regardless of documentation <br />by the CE department. See IRC Section R105.1 and R113.2. <br />• The "design team" has no method to fully understand and determine the type or the <br />amount of un-permitted work done with complete accuracy. That is unknowable <br />information. <br />• What is the position of the City of Everett Permit Services with regard to what is pre- <br />existing and accepted versus what it new and must meet 2018 codes? <br />• The current and previous homeowner, along with the title company and real estate <br />agents involved are better suited to determine what un-permitted work was done. <br />• Once I am provided the details, I can create the proper documentation. <br />R105.1 Required. Any owner or owner's authorized agent who intends to construct, enlarge, <br />alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, <br />install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or <br />plumbing system, the installation of which is regulated by this code, or to cause any such work <br />to be performed, shall first make application to the building official and obtain the required <br />permit. <br />
