This amount will be allocated to the General Government Non‐ <br />Departmental fund to offset the 2023 budgeted labor under expenditure assumption. <br />In June, City Council approved reallocating $18,053,065 in unspent American Rescue Plan Act (ARPA) State and Local Fiscal Recovery (SLFRF) funds to the <br />General Fund for reimbursement of 2023 Police and Fire Department Labor Costs. This action created capacity in the General Fund to create a new, locally‐ <br />funded COVID Relief Program in General Government Special Projects Fund 155. This amendment will create the budget authorityto move funding from the <br />General Fund to Fund 155 to establish the new program. <br />The appropriation of funding in General Government Special Projects Fund 155 for the COVID Relief Program is in NGA‐14. <br />The City previously received a grant (grant number GRT22020) from the Washington Office of Public Defense (OPD) to provide social services for years 2022 <br />and 2023. OPD awarded the City an additional $10,889. This amendment proposes to increase grant revenues to provide training to public defense attorneys, <br />investigators, and/or social workers at the Everett Law Association ‐the City's main contractor for public defense services. <br />Tally 2023 <br />ATTACHMENT A
