For FY2025, including Monroe and Darrington, total <br />member contributions are estimated at $165,371. Inclusion of the City of Monroe and <br />the Town of Darrington will have a small, but meaningful, financial impact. The two <br />additional jurisdictions will account for a combined 2.87% of total contributions in <br />FY2025. Increasing participation in the AHA ILA benefits all members by proportionally <br />offsetting the dues of existing members. <br />The effect to expenditures is minimal to none, primarily impacting staff time relating to <br />additional research, providing technical assistance, and education efforts as needed. <br />Project summary statement: <br />The Alliance for Housing Affordability (AHA) is an Interlocal Agreement (ILA) between <br />government entities (cities, county, housing authority, etc.) to share resources and <br />information related to housing and housing affordability. The ILA was formalized in 2013 <br />and is governed by a Joint Board comprised of representatives from each member <br />jurisdiction. Councilmember Vogeli is the City's representative. AHA's Program Manager <br />enacts the annual work plan on behalf of the board, focusing on data and analytics, <br />technical support, and education to communities and councils of the member <br />jurisdictions. On September 27, 2023, the Joint Board voted to officially approve the <br />inclusion of the City of Monroe and the Town of Darrington as parties to the ILA, <br />increasing total membership to 17 public entities. <br />Recommendation (exact action requested of Council): <br />Authorize the amendment to the Alliance for Housing Affordability Interlocal Agreement. <br />
