GENERALRULES <br />The foilowing list of rules must be followed while involved in canstrvdion, maintenance orother activily in City right <br />of way unless spedfiplly addressed by the Tralfic Engineer. <br />1. All treffic control devi�es must meet the requirements established by }he Manual on Unifortn TrefficContro� <br />Devices. <br />2. No activ0y vnll be plaoed in such a vray as to detour, slow ar atter traffic Aow during peak commute hours. <br />These times are generally Gom 7 a.m — 9 a.m. and 4 p.m. — 6 p.m. <br />The Traffic Engineermay albw an ezception with prior approval. <br />3. An approved traffic conlrol plan must be on-site and acoessible for inspection at all times by law enforcement or <br />inspectors. <br />4. Traflic oontroi plans and activities must indude lhe following components: <br />a. Advanced Waming Area: Sgns arxl otherdevices inform dmrers ot �vhat to expect <br />b. Transition Area: Channelizadon devices move Vaific from the normal flow to the desired path. <br />c. Activity Area: Area where lhe wortc takes place. <br />d. Buf(er Space: Area used to separate traffic from the work adivity area and provides recovery <br />space for an erranl vehiGe. <br />e. Tertnination Area: Area used to retum Vatfic to the nortnal path. <br />5. Pedestrian and disabiliry access must be maintained throughout the period of time construdion is <br />undenvay. This does not jusl apply to the 6nal produd, but accessibility must be maintained during the <br />actual construction. Sa(e, cleady marked roules must be maintained through or around the <br />constniction activity at all times. The use of temporary walkways with width, slope, and uoss-slope <br />compliant to the maximum exlent leasible shall be incorporaled on the job site. SuAaces must be firm, <br />stable, and slip rasistant. Channeling and barricading must be used to separate pedesirians from <br />traf6c. Adequate barricading musl be addressed to prevent visually impaired pedestrians from entenng <br />work zones. Altemale pedestrian circulation routes with appropriale signage thal wn be accessed by <br />people who use mobilily aids (wheelchairs, walkers, scooters, elc.) The allernate circulation palh shall <br />have a minimum width of 5 feet xnd parallel Ihe disrupled pedestrian access raute when pradicab�e. <br />aarricades and channelizing devices shall be continuous, stable, non-flexible, and shal� consist of a <br />wall, fence, or enclosure specified in section 6F of the MUTCD. A solid toe rail should be attached <br />cuch thal Ihe bollom edge is 6 inches maximum above Ihe walkway suAace. The top rail shall be <br />parallel to Ihe toe rail and shall be located 36 inches minimum and 42 inches maximum above the <br />walkway surface. If drums, canes, or tubular markers are used to channeiize pedestrians, they shall be <br />located such that there are no gaps belween the bases of the devices in order to create a continuous <br />bottom, and the height of each individual device shall be no less than 36 inches. <br />6. Persons in charge of maintaining orestablishing trafic cont�ol and channel¢aGon musl have a ceNfied flagger <br />mnUol prd in thair possessian and must be on lhe site at all times or be representec' by another <br />knovAedgeable, cerlified person. <br />7. A Aagger wnnot be used lo diieU lraRc through a signa�¢ed intersedion against the signal indica6ons. When <br />flaggers are used nearsgnal¢ed intersedions, care will be used to dearthe intersection of traffic be(ore the <br />signal change. <br />B. In sane situations, the Traf(�c Signai Section may tum the intersedion lo an all-vray stop for Aagger conUoi. Prior <br />approval must be obtained from the Tralfic Engineer. <br />9. A unifortned poiice olficer is required lo dired lraffic through a sgnal¢ed inlerseUian against the signal <br />indipGons. <br />10. Police officers may also be requi2d during activities for tratfic plming if speeds are high, pedestrian or <br />vehicular traffic volume is exlremely high, or during emergenaes. <br />
