RESOLUTION No. 6986 <br /> ,./1! <br /> A RESOLUTION adopting the 2016-2035 Parks, Recre'e 0 ! <br /> and Open Space (PROS) Plan <br /> WHEREAS, on May 26, 2010, City Council adopted Resolution No. 6275 designating the <br /> Everett Parks and Recreation Department's Strategic Master Plan as the Everett Parks and <br /> Recreation Comprehensive Plan; and <br /> WHEREAS,the State of Washington Recreation Conservation Office (RCO) requires that the <br /> City's Parks, Recreation and Open Space Plan (PROS Plan) be updated every six years to <br /> maintain eligibility for grants; and <br /> WHEREAS, RCO requires that the plan be adopted by resolution of the City Council; and <br /> WHEREAS, RCO requires that the plan address the following elements: <br /> 1. Goals and Objectives <br /> 2. Inventory <br /> 3. Public Involvement <br /> 4. Demand and Need Analysis <br /> 5. Capital Improvement Program <br /> 6. Plan Adoption; and <br /> WHEREAS, current and future Everett parks and recreation needs and priorities were identified <br /> through extensive public involvement; and <br /> WHEREAS, the public involvement effort included community listening sessions, <br /> neighborhood meetings, Board of Park Commissioner workshops, on-line public review and <br /> comments; and on-line surveys including a voter based on-line survey that resulted in receipt of <br /> more than 1020 completed surveys; and <br /> WHEREAS, based on the existing inventory of parks and recreation services, public <br /> involvement, needs and priorities identification, an updated PROS Plan was developed; and <br /> WHEREAS, a state environmental policy act analysis was conducted on the updated PROS Plan <br /> and a SEPA (16-011) determination was issued on May 3, 2016; and <br /> WHEREAS,the Board of Park Commissioners recommended City Council approval of the <br /> updated PROS Plan at its May 10, 2016 meeting, and <br /> WHEREAS, adoption of the PROS Plan will allow for future updates of the capital <br /> improvement program, identifying project sequencing and development cost. <br />
