In
2019, a site evaluation of all ten fueling sites was conducted. The evaluation recommended
upgrades, repairs, and refurbishments to the sites and upgraded fueling data management from
three modem-based systems to a single modern cell modem-based system.
The equipment is available from Mascott Equipment, an authorized distributor of Dover Fueling
Solutions, also referred to as OPW Fuel Management Systems. Dover Fueling Solutions was
awarded the competitively bid contract #092920-DVR/COE #2023-027 through Sourcewell. The
City has an interlocal cooperative purchasing agreement with Sourcewell that allows for
purchases from its competitively awarded contracts instead of soliciting bids on our own.
Recommendation (exact action requested of Council):
Award and authorize the purchase of equipment and software from Mascott Equipment using
Sourcewell Contract #092920-DVR/COE #2023-027 for $355,084.17, including Washington state
sales tax.
