BMP C160: Certified Erosion and Sediment Control <br /> Lead <br /> Purpose <br /> The project proponent designates at least one person as the responsible representative in charge of <br /> erosion and sediment control(ESC),and water quality protection.The designated person shall be <br /> responsible for ensuring compliance with all local,state,and federal erosion and sediment control <br /> and water quality requirements.Construction sites one acre or larger that discharge to waters of the <br /> State must designate a Certified Erosion and Sediment Control Lead(CESCL)as the responsible <br /> representative. <br /> Conditions of Use <br /> A CESCL shall be made available on projects one acre or larger that discharge stormwater to sur- <br /> face waters of the state.Sites less than one acre may have a person without CESCL certification <br /> conduct inspections. <br /> The CESCL shall: <br /> . Have a current certificate proving attendance in an erosion and sediment control training <br /> course that meets the minimum ESC training and certification requirements established by <br /> Ecology. <br /> Ecology has provided the minimum requirements for CESCL course training,as well as a list <br /> of ESC training and certification providers at: <br /> https://ecology.wa.gov/Regulations-Permits/Perm its-certifications/Certified-erosion-sed- <br /> iment-control <br /> OR <br /> . Be a Certified Professional in Erosion and Sediment Control(CPESC).For additional inform- <br /> ation go to: <br /> http://www.envirocertintl.org/cpesc/ <br /> Specifications <br /> • CESCL certification shall remain valid for three years. <br /> . The CESCL shall have authority to act on behalf of the contractor or project proponent and <br /> shall be available,or on-call,24 hours per day throughout the period of construction. <br /> .
