' 41 wherein any game of any kind is played or carried on in any manner in any public resort, or other place except private homes, providing for the licensing of the sale of soft drinks, where the same are bought , sold, exchanged or bartered, providing a penalty for the violation of any of the provisions, of this Ordinance, repealing Ordinances 1596 and 1907 and declaring an emergency. Ordinance No. 1941 (as amended by Ordinances 1987, 2072 and 2254) entitled: An Ordinance relating to public health and morals; regulat- ing public dances and the conduct of dance halls and dancing schools and providing for the licensing thereof; requiring the holding of a permit by persons engaged in the conduct of dancing school and dance halls, and providing a penalty for the violation thereof.
