City of Everett 00 2113 - 8 <br />2024 WPCF Biosolids Removal UT 3826-2 <br /> <br /> <br />00 2113 - 8 INSTRUCTIONS TO BIDDERS <br />1. The Bidder submits a written request signed by an authorized person <br />and physically delivers it to the place designated for receipt of Bids, <br />and <br />2. The City receives the request before the time set for receipt of Bids, <br />and <br />3. The revised or supplemented Bid (if any) is received by the City before <br />the time set for receipt of the Bid. <br />The original physical Bid Form may be supplemented, or revised and resubmitted <br />as the official Bid if the City receives it before the time set for receipt of Bids. <br />Email, fax or telephone requests to withdraw, revise, or supplement a Bid are not <br />acceptable. <br />Resubmitted Bids shall be in full compliance with the bidding requirements. Bid <br />deposit shall be in an amount sufficient for the Bid as resubmitted. <br />After the scheduled time for opening Bids, no Bidder will be permitted to withdraw <br />its Bid unless the award of contract is delayed for a period exceeding 45 calendar <br />days. Proposals received after the scheduled closing for opening Proposals will <br />be returned unopened to the Bidder. <br />1-02.11 Not Used <br />1-02.12 Public Opening of Proposals <br />1-02.12(1) Postponement of Opening <br />Proposals will be opened and publicly read at the time indicated in the call for <br />Bids unless the Bid opening has been delayed or canceled. Bidders, their <br />authorized agents, and other interested parties are invited to be present. <br />If an emergency or unanticipated event interrupts normal work processes of the <br />City so that Bids cannot be opened at the time indicated in the call for Bids the <br />time specified for opening of Bids will be deemed to be extended to the same <br />time of day on the first work day on which the normal work processes of the <br />City resume. <br />The City reserves the right to postpone the date and time for receiving or opening <br />of Bids, or both, at any time prior to the date and time established in the Notice <br />to Bidders. Postponement notices shall be provided to Bidders in the form of <br />addenda. <br />1-02.12(2) Video Conferencing <br />The City reserves the right to open and publicly read Bids by use of video- <br />conferencing, such as by Microsoft Teams, Zoom or other application. <br />1-02.13 Irregular Bids <br />1. A Proposal will be considered irregular and will be rejected if: <br />a. The authorized bid form furnished by the City is not used or is altered; <br />b. The completed bid form contains any unauthorized additions, deletions, <br />alternate Bids, or conditions; <br />c. The Bidder adds provisions reserving the right to reject or accept the <br />Award, or enter into the Contract; <br />d. A price per unit cannot be determined from the Bid Form;
