(Munsell, 2018). The B horizon is a restrictive layer. NRCS soils mapping does not identify a <br />hydric soils series, see attached soils map. <br />Soils in Wetland A were dry on the date of the field data collection, July 2, 2019. Wetland B had <br />inundation less than 24 inches deep in the pond area south of the utility access road. Norma soils <br />are typically saturated to inundated between November and April and dry in the summer. <br />The stream is a tributary of Swamp Creek. It originates near Paine Field. The stream is wider <br />than two feet and has a gradient less than 16%. Downstream obstacles are long culverts under <br />commercial buildings, parking lots and public streets. There are no natural barriers downstream. <br />Fish are present in Swamp Creek. Therefore, if the non -natural barriers were removed or replaced <br />with fish -passable structures, the subject tributary of Swamp Creek could seasonally support <br />habitat needs of fish. <br />6.0 Critical Areas Ratings and Buffers <br />The HGM classifications for Wetlands A and B are Depressional and Riverine. Both wetlands <br />frequently flood from the stream and both contain depressions. Wetland A contains numerous <br />small depressions. A significant portion of Wetland B is a pond located adjacent to the utility <br />access road. According to the table on page 4 of the rating forms, when Depressional and <br />Riverine HGM classes are present or if more than 2 HGM classes are present, use the <br />Depressional rating class. <br />Wetland A is rated a Category III wetland with a total score of 18 points and a habitat score of 4 <br />points, see the attached rating form. The wetland buffer requirement is 80 feet, which can be <br />reduced to 60 feet with use of general mitigation measures. <br />Wetland B is rated a Category II wetland with a total score of 20 points and a habitat score of 4 <br />points, see the attached rating form. The wetland buffer requirement is 100 feet, which can be <br />reduced to 75 feet with use of general mitigation measures. <br />According to Everett Municipal Code 19.37.110 below, Wetland buffers and building setback <br />lines: <br />19.37.110 Standard wetland buffer width requirements. <br />A. Standard Buffer Width. <br />1. The following buffer widths listed in Tables 37.2 and 37.3 apply to all wetlands within the city of <br />Everett. Buffer widths have been established in accordance with the best available science. Buffers are <br />based on the category of wetland and the habitat score as determined by a qualified wetland professional <br />using the Washington State Wetland Rating System for Western Washington: 2014 Update (Ecology <br />Publication No. 14-06029, or as revised and approved by Ecology). <br />When feasible, a relatively undisturbed vegetated corridor at least one hundred feet wide must be <br />protected between the wetland and any nearby priority habitat. Presence or absence of a nearby habitat <br />must be confirmed by a qualified biologist. If there is a presence of a nearby priority habitat and if the <br />wetland has a habitat function score of six or more, a one -hundred -foot -wide relatively undisturbed, <br />3 <br />
