12.0 Description of Reasonable Efforts to Apply Mitigation Sequencing <br />Impacts have been avoided, minimized and compensated to comply with mitigation sequencing. <br />The project has been designed to avoid direct filling of wetland. The wetland reduction area will <br />actually not be filled. The mitigation is to allow for the reduced buffers between the <br />wetland/stream and development. Compensation is creation of wetland at a 2:1 exchange ratio. <br />Buffer encroachment impacts for the sidewalk to the "park and ride" lot will be provided by <br />replacing the buffer at a 1:1 ratio. <br />The hotel must be located on the Airport Road side of the wetland and stream. Fire access around <br />the building is required. There must be adequate parking for the hotel. A reduction to the wetland <br />is necessary for the proposed development to comply with the reduced buffer requirement. <br />13.0 Description of Measures to Protect and Enhance Existing Habitat Connections <br />The existing habitat connection is along the stream corridor. The habitat connection will remain <br />except for the sidewalk improvement along one side of the "park and ride" access road. The <br />critical areas and their buffer will be placed in a protected tract, fenced and signed. Removal of <br />invasive plants and reestablishment of native plants in sparsely vegetated area will improve the <br />condition of critical areas. Hotel management will prevent future use of the tract by homeless <br />people. <br />14.0 Limitations <br />Stream and wetland determinations and delineations are not final until approved by regulatory <br />agencies and/or local jurisdictions.
