CITY OF EVERETT - CITYWIDE BICYCLE WAYFINDING <br />STATE FUND# HLP-PB21(014) <br />WO#3786 September 25, 2023 <br /> 31 <br />The goals are voluntary and outreach efforts to provide MSVWBEs maximum 1 <br />practicable opportunities are encouraged. 2 <br /> 3 <br />Non-Discrimination 4 <br />Contractors shall not create barriers to open and fair opportunities for all businesses, 5 <br />including MSVWBEs, to participate in the Work on this Contract. This includes the 6 <br />opportunity to compete for subcontracts as sources of supplies, equipment, 7 <br />construction or services. 8 <br /> 9 <br />The Contractor shall make Voluntary MSVWBE Participation a part of all 10 <br />subcontracts and agreements entered into as a result of this Contract. 11 <br /> 12 <br />Voluntary MSVWBE Participation Goals 13 <br />Goals for voluntary MSVWBE participation have been established as a percentage 14 <br />of Contractor’s total Bid amount. 15 <br /> 16 <br />The Contracting Agency has established the following voluntary goals: 17 <br /> 18 <br />Minority 10% 19 <br />Small 5% 20 <br />Veteran 5% 21 <br />Women 6% 22 <br /> 23 <br />Amounts paid to an MSVWBE will be credited to every voluntary goal in which they 24 <br />are eligible. In other words participation may be credited for participation in more 25 <br />than one category. If the Contractor is a MSVWBE their Work will be credited to the 26 <br />voluntary goals in which they are eligible. 27 <br /> 28 <br />Definitions 29 <br />Minority Business Enterprise (MBE) – A minority owned business meeting the 30 <br />requirements of RCW 39.19 and WAC 326-20 and certified by the Washington 31 <br />State Office of Minority & Women’s Business Enterprises. 32 <br /> 33 <br />Small Business – A business meeting the Washington State requirements for 34 <br />a “Small business”, “Minibusiness” or “Microbusiness as defined in RCW 35 <br />39.26.010 and included on the WSDOT Office of Equal Opportunity list of Small 36 <br />Businesses at http://www.wsdot.wa.gov/equalopportunity/bddirectory.htm 37 <br /> 38 <br />Veteran Business – A veteran owned business meeting the requirements of 39 <br />RCW 43.60A.010 and included on the WSDOT Office of Equal Opportunity list 40 <br />of Veteran Businesses at 41 <br />http://www.wsdot.wa.gov/equalopportunity/bddirectory.htm 42 <br /> 43 <br />Women Business Enterprise (WBE) – A women owned business meeting the 44 <br />requirements of RCW 39.19 and WAC 326-20 and certified by the Washington 45 <br />State Office of Minority & Women’s Business Enterprises. 46 <br /> 47 <br />MSVWBE Inclusion Plan 48 <br />A MSVWBE Inclusion Plan shall be submitted to the Engineer prior to the start of 49 <br />Work on the project.
