The decision of 5 <br />the arbitrator and the specific basis for the decision shall be in writing. Enhancements shall be mutually agreed upon by 24 <br />the Contractor and Engineer prior to performing any Work to implement the enhancement. 25 <br /> 26 <br />Enhancements do not include the use of Uniformed Police Officers or WSP, address 27 <br />changes to the allowed work hour restrictions, or changes to the staging plans in the 28 <br />Contract (if applicable).
