WHER:AS, by Resolution No. 3496 of the City of 'Everett, the City Council of Everett has declared its intention' to order the improvement as above outlined and doing all other work ne- cessary in connection therewith to make a complete improvement in accordance with plans and: specifications prepared by the City Engineer; now, therefore, THE CITY OF EVERETT DOES CRDAINs Section 1: That Cedar Street, between the end of the pres- ent pavement north of Everett Avenue and 21st Street, be improved by the installation of water mains and their necessary appurten- ances, and by doing all other work on the entire district ne- cessary to make a complete improvement according to the plans and specifications prepared under the direction of the City neer, which plans and specifications are hereby adopted and ap- proved. Section 2; That the cost,. and expense. of such improvement, including all necessary inoider.tal expenses, shall be borne by and assessed against the property included; in the assessment'-` district herein created in accordance with law. The city of Ev- erett shall not 'be liable in any manner for any portion of the costs and expenses of such. „improvement, except as Y-rovided 4.11 Chapter 141, Session Jaaws of .1923, and Ordinance No ' 2126 of the city of Everett,
