1.0 INTRODUCTION <br /> This report presents the results of post-cleanup groundwater compliance monitoring completed between <br /> July 2020 and July 2021 at the Former Smith Street Sawmill (Site), VCP NW3188. The Site is identified <br /> by the Washington State Department of Ecology (Ecology) as Cleanup Site ID 14477 and Facility Site <br /> ID 59663.The Site is located at 3600 Smith Avenue in Everett,Washington (Figures 1 and 2).The Property <br /> comprises eight Snohomish County Tax Parcel Numbers (00 5760-019-000-05, 00 5760 019 000-06, <br /> 00-5760-043-000-02, 00-5760-012-000-03,29 0529 003-008-00, 29 0529 002-012-00,29 0529-003- <br /> 030-00 and 29-0529-003-010-00) and is owned by the City of Everett(the City). The City is performing an <br /> independent cleanup of the Site under Model Toxics Control Act(MTCA), Chapter 70A.305 Revised Code of <br /> Washington (RCW) and Washington Administrative Code (WAC) 173-340. The Site was accepted into <br /> Ecology's Voluntary Cleanup Program (VCP) in October 2018. The groundwater compliance monitoring <br /> described in this report was performed after completion of soil remedial excavation to demonstrate <br /> groundwater compliance with MTCA and satisfy requirements for a Site no further action (NFA) <br /> determination. <br /> 2.0 PURPOSE AND SCOPE OF SERVICES <br /> The purpose of the 2020-2021 groundwater compliance monitoring was to demonstrate that the <br /> completed soil remedial excavation cleanup is protective of groundwater. Our services were completed in <br /> accordance with our Agreement with the City of Everett dated October 5, 2016 and associated Contract <br /> Amendments No. 2 and No. 3 dated February 6, 2019 and June 9, 2021 respectively. <br /> Our services consisted of the following: <br /> 1. Well Installation and Development: Installed two monitoring wells (MW-5 and MW-6) for groundwater <br /> compliance monitoring purposes as requested by Ecology. The wells were installed using hollow-stem <br /> auger drilling equipment owned and operated by Holocene Drilling, under subcontractto GeoEngineers. <br /> The wells were installed to total depths of 40 feet below ground surface(bgs)and constructed of 2-inch- <br /> diameter Schedule 40 polyvinyl chloride (PVC) with 10 feet of 0.010-inch slot PVC screen placed <br /> between 30 and 40 feet bgs. The monitoring wells were developed using purge and surge methods. <br /> 2. Groundwater Compliance Monitoring: Completed five post-cleanup groundwater monitoring events <br /> (July 2020, October 2020, January 2421, April 2021, July 2021). During each monitoring event, the <br /> following were completed: <br /> a. Measured the depth to groundwater in groundwater monitoring wells MW-1, MW-2, MW-3, <br /> MW-5, and MW-6 relative to the top of the PVC well casings and calculated groundwater <br /> elevations based on depth to groundwater measurements. <br /> b. Collected groundwater samples from monitoring wells MW-1, MW-2, MW-3, MW-5, and MW-6 <br /> for laboratory analysis using low-flow sampling techniques. <br /> c. Submitted groundwater samples to ALS Environmental of Everett, Washington for chemical <br /> analyses of gasoline-, diesel- and lube oil-range petroleum hydrocarbons by NWTPH-Gx and <br /> NWTPH-Dx Methods, volatile organic compounds (VOCs) by U.S. Environmental Protection <br /> GEOENGINEER� January24,2022 Pagel <br /> File No.0661-108-03 <br />
