November 29, 2023 <br />6 <br /> <br /> <br />AGREEMENT - ENVIRONMENTAL IMPACT STATEMENT FOR THE EVERETT STADIUM PROJECT <br /> <br />Moved by Council Member Schwab, seconded by Council Member Zarlingo, to award RFQ <br />2023‐117 and authorize the Mayor to sign the Professional Services Agreement with <br />Environmental Sciences Associates in the amount of $807,421, in substantially the form <br />provided to perform the Environmental Impact Statement for the Everett Stadium Project. <br /> <br />The two Everett Stadium Project agreements were presented together. Scott Pattison, <br />Administration, Ben Franz-Knight, Shiels Obletz Johnsen, Inc., and Chad Volpe, Everett Aquasox <br />provided an overview of the proposed agreements and Everett Stadium Project. <br /> <br />Discussion ensued with Mayor Franklin, City Attorney Hall, Ben Franz-Knight, Chad Volpe, and <br />Scott Pattison answering Council questions. <br /> <br />The following members of the public spoke: Steven McGinley and Scott Murphy. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Tuohy who was <br />excused. <br />Motion carried. <br /> <br />AGREEMENT – PROJECT MANAGEMENT OF EVERETT STADIUM PROJECT <br /> <br />Moved by Council Member Schwab, seconded by Council Member Vogeli, to authorize the <br />Mayor to sign the Professional Services Agreement with Shiels Obletz Johnsen, Inc., in the <br />amount of $344,400, in substantially the form provided for project management of the Everett <br />Stadium Project. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Tuohy who was <br />excused. <br />Motion carried. <br /> <br />COUNCIL BILL 2310-57 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE closing a Special Improvement Project, entitled “Hannabrook Park <br />Improvement Project,” Fund 354, Program 085, as established by Ordinance No. 3931-23 <br />
