City of Everett Stadium Amphitheater Park Project Scope of Work Page 19 <br /> <br />• Evaluation of the project’s impact on parking supply and demand in the area surrounding each <br />potential site. <br />F&P will review site access and circulation for each project alternative in the immediate project <br />vicinity including parking garage ingress/egress, drop-off/pick-up areas for TNCs, paratransit, and <br />taxis, bus loading, premium parking entry/exits, wayfinding, and truck loading/staging. <br /> <br />F&P will evaluate construction activities for each project alternative. The level of analysis will <br />depend on the degree of specificity to be provided regarding construction activities (duration of <br />construction, hours of operations, number/routing of trucks, number of employees, parking for <br />employees, staging of equipment, street/sidewalk closures, etc.). <br /> <br />F&P will work with the City and ESA to develop significance thresholds for significant impacts for <br />each technical topic area described above. Mitigation measures will be recommended for <br />significant impacts. In addition, any secondary or cumulative impacts will also be identified, and <br />any significant unavoidable adverse impacts will be identified. <br /> <br />DEIS <br />F&P will prepare the transportation section of the DEIS. The section will describe and analyze the <br />affected environment, alternatives under consideration, comparative impacts by alternative, <br />potential mitigation measures, and significant unavoidable adverse impacts for Transportation. It <br />will include a technical appendix that contains all analyses, interim memos, and other data relied <br />upon in the analysis. It is anticipated that up to three (3) versions of the transportation section will <br />be submitted based on comments provided by the project team after each submittal. <br /> <br />FEIS Comment Responses and Chapter Revisions <br />This task includes time for F&P staff to review DEIS comment letters and draft responses to <br />transportation-related comments. Potential topic areas likely to be addressed may include <br />roadway system analysis, parking, safety, transit capacity, neighborhood traffic intrusion, <br />bicycle/pedestrian facilities, curb space usage, mitigation measures, etc. F&P will coordinate with <br />ESA regarding specific approaches for preparing written responses including the use of common <br />responses and consistency of wording of responses. This task also includes other required text <br />edits to the FEIS Transportation chapter that may arise from comments or FEIS analysis. <br />F & P will conduct the detailed transportation analyses and use this information to write the <br />transportation sections of the draft and Final EIS, in accordance with the Scope of Work approved <br />by the City Team. The evaluations will be summarized in the DEIS, with the full evaluation included <br />in a technical appendix. <br />4.8.2 Noise <br />ESA expects noise to be a community concern for the park, amphitheater, and stadium project. <br />ESA will provide an analysis of the No Action and the two Action Alternative sites. The noise study <br />will include assessment of impacts caused by construction and operation of the project. ESA <br />expects the noise study to include assessment of the following sources:
