Suite 106 Everett, Washington 98208 (425) 337-3174 Fax (425) 337-3045 March 3, 2017 Terry Mundorf 9824 NE Rose Trail Lane Bainbridge Island, WA 98110 RE: City of Mukilteo CAMP Off-site Mitigation, City of Everett Compliance The purpose of this letter is to summarize the off-site mitigation work planned for the Japanese Gulch/Brewery Creek Headwater Wetland mitigation site. This site is identified as Mitigation Site M2, in the City of Mukilteo's Critical Area Mitigation Program (CAMP). CAMP has been developed to ensure that mitigation "is located appropriately on the landscape, addresses restoration of watershed processes, is sustainable, and has a high likelihood of ecological success" as recommended by the Washington State Department of Ecology (Hruby 2009). This program provides alternative options for critical areas mitigation by identifying pre-selected off-site mitigation sites in several sub-basins within the City, which were selected following a watershed approach. Wetland Resources, Inc. completed a site investigation on May 25th & August 29th, 2016 to locate and evaluate jurisdictional wetlands and streams on and adjacent to the subject site located west of the intersection of Campbell Avenue and 8th Street in the city of Mukilteo, WA, as required by the Mukilteo Municipal Code (MMC) Section 17.52B.080(B). The 0.23-acre subject property is further located as a portion of Section 4, Township 28N, Range 04E, W.M. The subject site is square in shape and is comprised of one tax parcel. The tax identification number for the subject site is 00527503900500. One wetland (Wetland A) was found within the boundary of the investigation area. The on-site wetland is a linear sloped feature located on the eastern half of the subject property. Wetland A is 3,432 square feet in size, and is fed by a point discharge from the neighboring property to the south, as well as surface water run-off from surrounding properties. Stormwater moves through Wetland A and discharges into a catch basin immediately down slope, located on the southern side of 81h St. Pursuant to MMC 17.52B.090, Wetland A is classified as a Category IV wetland, with a habitat score of 4. All Category IV wetlands in the City of Mukilteo receive standard 40- foot protective buffers. Terry Mundorf, hereafter referred to as the applicant, is proposing the future development of the property for the construction of a single-family residence and associated infrastructure.
