1.0 INTRODUCTION <br />This report presents the results of our geotechnical engineering services for use in design of the proposed <br />Baker Heights Redevelopment project located in North Everett, Washington. The proposed project site is <br />shown relative to surrounding physical features in Figure 1, Vicinity Map and Figure 2, Site Plan. <br />1.1. Project Description <br />The Baker Heights redevelopment project is a part of the Baker Heights Public Housing project being <br />completed by the Everett Housing Authority (EHA) in the North Everett area. Redevelopment of the Baker <br />Heights neighborhood includes demolishing existing abandoned post -WWII era low income single -story <br />housing units and redeveloping about 6.3 acres of the neighborhood with new affordable housing units. <br />Current conceptual plans indicate that EHA will develop three sites (Sites 1, 2, and 3) in the Baker Heights <br />neighborhood as shown on Figure 2. We understand that Site 2 and the two eastern buildings along <br />Pine Street within Site 1 may be developed during a future phase of the project. Redevelopment of each <br />site consists of the following: <br />■ Site 1 is pentagonal in shape and occupies approximately 3.7 acres of Blocks 6, 7 and 8 between <br />14th Street and 15th Street. Site 1 will have the most intensive development as shown on Figure 3, <br />Illustrative Master Plan - Site 1. Site 1 may be redeveloped with four new residential buildings that will <br />be three to four stories tall. Approximately 105 new units for seniors, families and formerly homeless <br />will be housed in the four buildings. Associated parking spaces for residents and visitors will be <br />provided around the buildings. Various other site improvements such as the Community Green and the <br />Accessible Hill Climb will also be constructed around the buildings. <br />■ Site 2 is rectangular in shape and occupies approximately 2.1 acres along the east side of Fir Street <br />between 12th Street and 14th Street. Site 2 is located northeast of Site 1 and may contain four to six <br />two- to three-story buildings. <br />■ Site 3 is located west of the intersection of Poplar Street and 14th Street and is approximately 0.5 acres <br />in size. The community Friendship Garden will be relocated to this area. The Friendship Garden will <br />consist of raised planting beds and a small shed structure for storage of tools and supplies. Pedestrian <br />crossings and access will be made from the new housing development (Site 1) to the southeast. <br />We understand that the buildings will be constructed at or near existing grades and will be supported on <br />shallow foundations. We understand that no below -grade structures are planned for the project and <br />associated improvements for each site will consist of sidewalks/hardscape, parking stalls and access drive <br />lanes, landscaping, and new underground utility construction. Stormwater infiltration is being considered <br />for the project. <br />1.2. Purpose and Scope <br />The purpose of our geotechnical services is to evaluate soil and groundwater conditions as a basis for <br />developing geotechnical design criteria for the proposed redevelopment. Field explorations and laboratory <br />testing were performed to identify and evaluate subsurface conditions at the site to develop engineering <br />recommendations for use in design of the project. Our services were completed in general accordance <br />with our proposal dated August 6, 2019.
