of construction of concrete sidewalks and wood curb and utters, and at all intersections of cross streets concrete curb and gutters, installation of necessary drainage, making necessary water main changes and doing all other work necessary to make a complete improvement, according to the plans and specifications, prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and al:proved. Section 2: That the cost and expense of such improve- ment, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law.
