WHEREAS, it is deemed advisable by the City Council of the City of Everett that said city shall make additions, betterments ✓ and estensions to its present water supply system as above out- lined, Now, therefore, THE CITY OF EVERETT DOES ORDAIN: Section 1: That the increased consumption of water inIhe City of Everett , the necessity of insuring the safety and secur- ity of the supply of water to the city, and the need of a larger industrial water supply requires the construction of additions, betterments and extensions to the cityts existing water supply system; that tax levies herein provided for will be sufficient to meet all payments of bonds and interest thereon on the general ob- ligation bonds herein provided for, and that the gross revenues to be derived from said system, including the additions and bet- terments thereto and extension thereof herein provided for at the rates charged and to be charged upon the entire system, will, in the judgment of the City Council and corporate authorities of the city, be sufficient to meet all expenses of operation and maintenance, including the operation and maintenance of the ad- ditions, betterments and extensions, and to provide all propor- tions or parts of revenues previously pledged to funds for the payment of bonds, warrants and 'other indebtedness, with the in- terest thereon, and to permit the setting aside into a special fund, out of the gross revenues of the entire system,amounts sufficient Special Water Revenue Fund Bonds to pay the interest on the! hereby proposed to be issued as such interest becomes due and payable , and to pay and redeem Special Water Revenue Fund Bonds all of slid/ ski- at maturity; that the City Council of the City of Everett hereby proposes a system or plan for making additions, betterments and extensions to its present water su_;:ply system con- sisting in particular of the construction, operation and mainten- Lv✓ ance of a diversion dam and intake on the Sultan River, lumallOOPONW Township 29, North Range Eight (8) , E.W.M. ; a pipe line and
