City of Everett | RFP No. 2023-057 <br />November 2, 2023 <br />IMS Infrastructure Management Services, LP 7 <br />Project Manager Sadaf Khosravifar, PhD, PE <br />Sadaf Khosravifar, PhD, PE is a professional engineer and researcher <br />with 10 years of industrial and research experience in pavement <br />engineering. Her background includes pavement evaluation, <br />performance, design, pavement and asset management, and GIS. She <br />has advanced proficiency in several nondestructive pavement <br />evaluation technologies including automated pavement condition <br />surveys using 3D LCMS-2, falling/heavy/lightweight deflectometer and <br />Dynaflect, traffic speed deflectometer (iPAVE and RAPTOR), GPR, and <br />friction test devices. She is fluent in pavement/asset management <br />software such as Cityworks, StreetSaver, PAVER, Lucity, Cartegraph, among others. <br />10 Years of Experience | 2 Years with IMS | Licensed PE in Maryland, Texas, and Virginia <br />Education <br />PhD and MS in Geotechnical and Pavement Engineering, University of Maryland <br />BS in Civil and Environmental Engineering, Sharif University of Technology <br />Recent Projects <br />City of Bellingham, Washington – Project Manager <br />Sadaf was responsible for the success of the project from inception to completion. She provided <br />ad hoc training for city staff on the use of IMS’ ESA spreadsheet and guided in-depth analysis of <br />several budget scenarios. As a licensed professional engineer, Sadaf supported the city in <br />technical pavement condition and M&R alternatives available in each segment of the roadway <br />network. IMS updated the multi-year M&R report with new budget scenarios, unit rates, and <br />suggested plans in 2022. The final output of IMS’ most recent update included a unique <br />synchronization of the ESA spreadsheet with the city’s Cityworks enterprise software solution. <br />In 2017, IMS collected ROW asset information for the city that included ADA ramps, sidewalks, <br />curb and gutter, pavement marking and striping, as well as traffic signs. <br />City of Scottsdale, Arizona – Project Manager <br />In 2020 and again in 2021-22, Sadaf oversaw a comprehensive pavement management project <br />for the city. An automated ASTM D6433 PCI survey of approximately 1,350 survey miles of city- <br />managed roads (including alleys) as well as IRI data collection was conducted in 2020. Structural <br />testing was also conducted on the arterial roads using a dynaflect to assess the structural <br />integrity of the pavement structures. Sadaf worked closely with the city to develop the <br />operating parameters (which included rehab strategies, their unit rates, project development, <br />and annual budgets) included in a multi-year analysis and written report. <br />City of Fort Collins, Colorado – Project Manager <br />In 2018 and 2021, Sadaf led the implementation and update of a pavement management <br />system and the automated ASTM D6433 PCI survey of more than 800 miles of the City of Fort <br />Collins’ roadways. IRI ride quality data as well as rutting data were collected for each roadway. <br />Collected data was uploaded to the city’s pavement management system and enterprise asset <br />management system, and the system was customized to reflect the city’s M&R practices/costs.
