The superintendent 'shall be in general charge and supervision of the water department ; the other er'? lo-„ees and assistants shall perform such duties as pertain to the nature of their office and as authorized and directed by the superintendent. Section 13; The above named officers and assistants, unless othereise provided by the City Charter, shall be appoint- ed by the following persons, to-wit; The stenographer in the City Attorney' s office shall be appointed by the city attorney; the officers and assistants in the Department of 2inance shall be ap ocinted by the commissioner o_f finance; the officers and assistants in the Department of Safety shall be appointed by the commissioner of safety; the officers and assistants in the Department of Zublic Works shall be appointed by the Commission- er of public works ; such appointments shall be made subject to the Civil Service regulations of the City of Everett.
